　　本报讯&(记者&门君诚)去年11月，南海星晖园小区开始筹选业委会，13名候选人进行了公示。
　　2月27日，正式选票还没派发前，筹备组成员却在小区管理处办公室发现部分选票，这些选票的候选人及格式与筹备组的选票完全不一样，一名业主讨要说法，却头破血流而归。
　　昨日，南海建设局介入调查。
　　管理处现“假选票”，候选人也变了
　　33岁的吴先生是南海区星晖园小区的业主，由于从事的职业对小区物业和业委会比较熟悉，从去年11月份开始，他作为小区业委会筹备组成员帮助筹选小区业委会。
　　据吴先生介绍，小区从前年陆续开盘，目前一二期已住进1700多户，按规定应建立业主委员会。去年11月，在一群热心业主的带动下，成立了业主筹备组，吴先生成为其中一员。
　　“筹备组成立后，我们在区建设局和社区居委会的指导下，制订了业主管理规约和议事规则，经过业主个人自荐和推荐的原则产生了13名候选人，并在每栋楼下的公示栏里进行公示。”吴先生说，“按计划1月份公示半个月后我们就可以派发选票，由业主自行投票产生业委会成员，然而2月27日早上，有业主打***告诉我，当天小区管理处***通知部分业主，让到管理处领取选票。”吴先生觉得奇怪，选票还没有派发，管理处有什么权力让业主投票呢？
　　当天下午2时许，在其他三名筹备组成员陪同下，他们来到小区管理处的工程部。“我们在工程部的办公室发现了一沓打印好的选票，选票格式与我们印好的不同，13名候选人也全变了。”吴说。
　　与管理处人员发生肢体冲突
　　公示期还未结束，正式选票也未派发，怎么突然在管理处发现了不同版本的选票？为保留证据和向管理处讨要说法，吴先生等人与管理处人员发生了肢体冲突。
　　按吴先生和另一名业主的说法，当时在工程部一台办公桌上发现了选票后，他们清点后发现共有三四十张空白选票，还有七八张已填好的选票。“我们要找他们管理处的张总，但另外一个姓张的副主任过来想抢走我们的选票，我们跟他据理力争，他开始骂我的妈什么的，并用对讲机砸我的头。”
　　冲突中，吴先生头部受伤血流满面，被送医院后缝了两针。记者了解到，与吴先生发生肢体冲突的是小区管理处的副主任张晓凌。
　　昨天下午4时许，张晓凌在接受记者采访时却是另一种说法。“两个人打架肯定都不对了，不能怪某一个人。”张晓凌一直向记者强调是他(吴)先动的手，“我才用对讲机砸了他三下，我看他流血了我就不打了。”
　　在由管理处给记者提供的监控录像中，一时也无法判断到底谁先动的手。张也坚持，“当时就报了警，还是让警方去评判吧”。
　　管理处否认：从未印过选票
　　“业委会的候选人、管理规约和议事规则从1月15日张贴出去以后，1月29日中午他们的一位候选人宣布退出后问题就变复杂了。”吴先生讲，当天下午张贴在小区30多处的公示全部被管理处撕掉了。对于为什么突然撕掉公示，张副主任解释说小区一般张贴的公示都是半个月，只是早了一天清理掉。
　　昨天下午，星晖园小区管理处张炜总经理和张晓凌副主任表示，他们自始至终都支持筹选业委会。“小区的管理完全依赖于业主、业委会和管理处的共同努力，我们百分之百支持。”
　　关于管理处发现的假选票一事，张晓凌觉得非常无奈。“我们从没有印过选票，从我们公司主任、副主任等几个主管来讲，我们肯定是一问三不知。”
　　目前，由于出现的假选票和冲突，业委会的选举一事暂时搁浅，但什么时候重新恢复投票选举，还有待时日。记者昨天从南海区建设局房管科了解到，目前该科室已经介入调查此事。
　　矛盾症结在于利益争夺
　　昨天下午，记者采访部分业主了解到，本来非常平常的业委会选举，矛盾的症结在于利益的争夺，“部分业主对管理处目前的工作很不满意，一旦业委会成立就可以重新聘请管理公司，对于这么大的一个小区，他们(现在的管理处)肯定不愿意放弃了”。
　　据悉，小区目前大部分消防报警系统瘫痪，一些业主认为小区环境卫生差，乱收费，失窃等时常发生。对此，该管理处也承认，“我们管理是存在一些漏洞，没有管理好，但这需要三方共同努力。”
