[As a general rule before Beijing changed its area code from 1 to
10: 1 (Beijing) was the only single-digit area code with 7 digit
subscriber numbers. Most area codes beginning with 2 were two digits,
with a few exceptions. Other area codes were 3 or 4 digits depending
on whether the second digit is even (indicates 4 digits) or odd
(indicates 3 digits). This rule appears to have broken down in
the late 1990s with various numbering changes and expansions.

Note: 886 is not officially assigned to Taiwan by the ITU (former CCITT).
ITU country code documents have noted that the People's Republic of China
has assigned 866 to Taiwan. 88x codes are not to be assigned until all the
other 8xx codes are gone. (PRC and the United Nations claim that Taiwan is
part of PRC.) The usage of 886 to reach Taiwan is ex-officio, though
recognized by the statement that 88x codes are the last to be assigned.
All the 87x codes are designated for the Maritime Mobile Service (Inmarsat).
Original China list was sent by David Leibold from a 1991 English-language
business directory of C new and corrected area codes came from a 1993
business directory of China (English-language) with some additional
information courtesy Ray Chow and verification through Bell Canada source.
