You need to unlock the dungeon so you can get the Add Items/Enemy plans, but you can unlock those whenever you feel like it.Bold headers are for missable dungeons.You have until the next chapter to get the additional plans, but this isn't the case all the time. Always try to get plans in the chapter they're listed.
