最新修订的《民用机场重飞行程序和运行最低标准管理规定》（CCAR-97FS-R3，简称《规定》）将于日起施行。与修订前相比，《规定》实现了从技术型规章到行政型规章的改变。11月8日，飞行标准司在京召开宣贯视频会议，并就落实《规定》提出工作要求，要提高对新规的视程度，抓好贯彻落实，做好后续监察工作。　　《规定》共八章46条，包括总则，飞行程序设计和运行最低标准拟定，飞行程序和运行最低标准的批准、校验、试飞和公布、使用和维护，飞行程序设计单位和人员的管理，监督检查，法律责任，附则等内容。同时将不涉及管理原则的具体技术标准从《规定》中剥离，单独以技术规范和咨询通告的形式下发，便于今后及时修订，并保证规章的严肃性和长期适用性。　　民航局于1991年发布了《机场运行最低标准制定与实施规定》（20号令），2001年修订20号令发布了《航空器机场运行最低标准制定与实施规定》（98号令），2003年第二次修订98号令发布了《航空器机场运行最低标准制定与实施规定》（119号令）。在当时民航基本一体化运行的历史条件下，以上三个规定不仅实现了飞行程序和运行最低方面与国际民航组织标准的全面接轨，而且对提高民航整体安全运行水平起到了至关重要的作用。为适应民航深化体制改革的新形势要求，民航局飞标司从2011年开始启动修订工作。　　民航局将于11月举办一期《规定》的专题培训，对规章的施行开展进行专题研讨。明年，还将组织院校开展飞行程序设计培训工作。同时，民航各地区管理局将通过飞行标准监督管理系统（FSOP）系统组织辖区各监管局对飞行程序设计单位、机场管理机构等行政相对人开展监督检查。（，

The client MAY repeat the request with a suitable Authorization header field (section 14.8). If the request already included Authorization credentials, then the 401 response indicates that authorization has been refused for those credentials. If the 401 response contains the same challenge as the prior response, and the user agent has already attempted authentication at least once, then the user SHOULD be presented the entity that was given in the response, since that entity MAY include relevant diagnostic information.
